 Season 13 episode 1 starts off the season laying out everything that has happened since the last time we saw the intelligence unit. Voight is desperately trying to help reinstate the team, but Commander Delvin was putting up a fight to avoid signing papers. As Voight states, crime rates have skyrocketed since the unit was disbanded so it’s not too clear why the commander was dragging his feet to sign the papers.
